Innovative Economic Development Policy for Portland, Oregon
Problem: The city of Portland was struggling with conflicting civic interests and the desire to create a comprehensive vision for growth and quality of life.

Solution: Catalyst Strategies coordinated the development of the first (comprehensive-delete) city-wide economic plan addressing housing, education, transportation, business and industry incentives, neighborhood livability, parks and recreation, public infrastructure and environmental enhancements. Ann facilitated an extensive public review and involvement process to draft and refine policy.

Result: Plan was adopted by City Council, used as a national model for other urban areas and became the foundation for Portland’s current growth visions.
